Project Management Oversight (PMO) Capital Projects
The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently. The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.
Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.
PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site. The latest report is the December 2024 Project Management Oversight report.

Project DetailsDescription
Construct a tie house (at the intersection of Milwaukee/Canal/Lake Street) and two new substations (at Barry/Kimball intersection and Damen/Milwaukee intersection) to support traction power needs on the Blue Line. These assets will support increasing ridership demands as well as the power needed to support 5000 and 7000 series rail cars. The location of the tie house and substations were determined by the Blue Line Load Flow study, which identified areas that were likely to experience traction power issues.

Construction work is ongoing at Barry, Damen, Haymarket and the Canal Tie-House. At Damen substation, electrical testing was performed and the telephone service installation began. The exterior landscaping work continued at Damen. At Barry, the interior electrical installation continued, with the overhead bus duct installation continuing. At Canal Tie House miscellaneous metals installation continued. Close coordination with ComEd on this project also continues.

Project DetailsDescription
The bridge that carries the Milwaukee District North Line over Milwaukee Avenue near Kilbourne Avenue was built in 1899. It will be replaced with a new bridge with new abutments. Grayland Station, just south of the bridge, will be rebuilt with longer platforms, new public address equipment, visual information signs, shelters with on-demand heat on each side, new lighting and new stairs and ramps, making it fully ADA-compliant.

The construction contract was awarded in October 2020 and the construction management contract was awarded in February 2021. The contractor continues to make headway with construction activities during this reporting period. The bridge steel girders were delivered and installed, and waterproofing of the bridge deck were completed. Bridge work has been completed and station site construction has begun with platform construction in progress. The project is 91% complete.

Project DetailsDescription
This project involves the life?extending rehabilitation of up to 85 commuter cars,originally built by the Budd Company between 1974 and 1978, last rehabilitatedbetween 1990 and 1993. The rehab includes, but is not limited to, replacementand/or repair to electrical and control lines, heating and lighting systems,replacement of seats, floors, walls, AC units, overhaul of trucks, replacement of allwindows, door mechanisms, and emergency lighting requirements, etc..

This project will improve the overall state of good repair for Metra rolling stock. As with the locomotive rehabilitation projects, vehicles are being removed from service in such a manner as to not disrupt operations. Seventy-eight cars have completed the rehabilitation and Metra continues with the remaining cars as they cycle through the program. The next phase of the rehabilitation work will be installing new AC units into the cars. This project is estimated to complete a total of 80 cars.

Project DetailsDescription
This project involves the modernization and upgrading of outmoded interlockings at the north and south ends of Chicago Union Station (CUS). The project will include, but not be limited to, new rail, ties, ballast cleaning or replacement, upgrades to signal infrastructure, replacement of switches and components, and other related work as needed. Amtrak contributes funds towards a portion of the project work.

Amtrak identified the scope of work for 2025 activities and being reviewed with Metra. This will be added in the Facility Agreement with Metra to complete the project. Project DetailsDescription
This project redevelops the Clarendon Hills Station on the Metra BNSF line. The station improvements include new platrofm canopies, enclosed shelters, benches, and covered bike parking. The shelters will feature green roofs. The parking lot improvements will feature kiss?and?ride areas on both sides of the tracks. Landscaping improvements will also be included.

Metra entered into an Intergovermental Agreement (IGA) with the Village of Clarendon Hills for the reconstruction of the station. This project is part of the Village of Clarendon Hills downtown revitalization project. The Village procured a contractor and led the construction project. The substantial completion was reached in the first quarter of 2022. This is the final update on this project.

Project DetailsDescription
This project funds construction services for the replacement of an existing diesel generator and uninterruptible power supply (UPS) system. The new diesel generator will be powered by natural gas, thereby reducing operating costs and emissions. The system provides an important backup power supply.

Project DetailsDescription
Pace is in need of a stand-alone storage solution and will construct a shed to store and secure up to 10tons of bulk rock salt that is used during the winter season. The construction of the shed will be within thefootprint of Pace's parcel. This shed will allow for accessible use with Pace's skidsteer to load rock saltonto the pickup trucks and distribute it on approximately more than 15,000 square yards of grounds(parking lots and driveways), in addition to sidewalks, in a safe and more efficient manner. CurrentlyPace purchases 50-pound bags of salt that have to be loaded manually which has become very unsafein term of personal injury risk and is very time consuming as it has to be loaded multiple times per day.
